Chicago Mayor Rahm Emanuel, is threatening to sue the Federal Department of Justice if they follow through on their threat of withholding anti-crime funds.  Judge Napolitano says that Emanuel would win the lawsuit, because the money was authorized under the Obama administration and, at that time, there was no requirement for the states to comply with the immigration policy of the federal government in order to receive the funding. –GEG
