This phenomenon was predicted in the book “The Sovereign Individual” which discussed the impending decline of the nation state due to the advent of the information age economy. Those “sovereign individuals” with valuable knowledge and skills will find jurisdictions around the world competing for their abilities by offering enticing incentives like low tax rates and sufficient state protection for their new citizens. The welfare-warfare states with high taxes and crushing regulations will be doomed under this new system.
