Lawmakers in Rhode Island introduced the Clean Atmosphere Act in March 2022, which has been referred to House Environment and Natural Resources. The proposed legislation aims to establish regulations to reduce hazardous emissions by prohibiting harmful manipulation of the environment by regulating weather modification and other large-scale atmospheric activities. Application and violation fees would be deposited into a state trust fund for municipality projects that promote the safety of life and property. The bill is extensive and includes regulations and prohibitions on activities that span from aerosol injection, solar blocking and weather manipulation to carbon sequestration and ocean fertilization, to eliminating unnecessary radiofrequency and microwave radiation. The bill proposes that all atmospheric activities require state licensing.

We don’t need to spend more taxpayer money. There are already laws against causing harm, against slow kill mass murder. We just need honest people willing to stop the criminals committing these crimes. There is no law in RI that these polluters are breaking. This Act creates a licensing process whereby the entity engaged with geoengineering that affects RI has to apply for a license and explain what exactly is being distributed and for how long. Mostly, they have to prove it’s safe or else they will not get the license. They will get fined and then go to jail if they continue.<—that's because they will have broken a very specific law. Calling Chemtrails internet fear porn is a lie. It is the most appropriate term for what it is, in common use, and understood by most to be something other than condensate (contrails). The other terms are not always accurate. Bout time
It remains to be seen whether or not this legislation will actually have any teeth in terms of stopping geoengineering/chem-trail activity. However, it is a significant victory for truth that issues like geoengineering and weather modification are finally making their way into the common knowledge of society and not being immediately dismissed as”conspiracy theory” or crazy.
One of the products found in chemtrails contain fly ash which is removed from “scrubbers” in power plants. It contains a host of potentially leachable toxins, including aluminum, arsenic, barium, beryllium, boron, cadmium, chromium-6, cobalt, lead, manganese, mercury, selenium, strontium, thallium, thorium, and uranium. Coal fly ash has been described as being more radioactive than nuclear waste.
