Senator Paul was attempting to stop Planned Parenthood from receiving federal funding by adding an amendment for that purpose to the funding bill for the departments of Labor and Health and Human Services. However, the effort was thwarted when Republicans introduced a similar bill but one which reduced federal funding by $1 instead of millions of dollars. Since the rules of the House prevent two bills on the same item, Rand Paul’s bill was squeezed out. -GEG
