US Representative, Jackie Speier, reports that in the past 10 – 15 years, the government has paid out $15 million on behalf of members of Congress who were sexual harassers.  She is preparing legislation to change the current policy that requires victims to sign a non-disclosure agreement and then are denied representation by counsel, whole the harasser is represented by general counsel of the House of Representatives.  Most of the cost is passed to the taxpayers instead of being paid by the harassers. -GEG
